Susan Lapworth, chief executive of the OfS, said that all students “are entitled to expect high-quality teaching on courses that lead to successful outcomes after graduation. “Why should we all be expected to help pick up the bill for poor-quality degrees that are never going to lead to a worthwhile job?” she wrote. Meanwhile, Keegan wrote in The Daily Mail that courses “which don’t prepare students for the world of work…aren’t just a waste of time and money for students-they’re costly for the taxpayer, too”. “That is why we are taking action to crack down on rip-off university courses, while boosting skills training and apprenticeships provision,” he said. Sunak said that while the country has “some of the best universities in the world…too many young people are being sold a false dream and end up doing a poor-quality course at the taxpayer’s expense that doesn’t offer the prospect of a decent job at the end of it. It also has the power to limit the number of students that universities can recruit if there are poor employability rates. The regulator already has the power to fine universities if courses do not meet the thresholds of its B3 condition of registration, which rule that 60 per cent of graduates must go on to further study, professional work or “other positive outcomes”, such as travel, within 15 months after graduation. It will also make sure that “courses that fail to deliver good earnings are subject to stricter controls”. Prime minister Rishi Sunak and education secretary Gillian Keegan announced a “crackdown on rip-off university degrees” on 17 July, revealing that the Office for Students will be asked to limit the number of students that English universities can recruit to courses that do not send enough graduates into high-skilled jobs. Government intervention needs to avoid becoming “a sledgehammer to crack a nut”, sector leaders warnĬoncerns are growing over how the government’s plan to cap the number of students recruited to so-called “rip-off” degrees will affect students and universities.
